The Edina City Council has decided to suspend its plans for a $20 million pedestrian underpass on France Avenue, opting instead to explore other safety improvements for pedestrians and cyclists. The proposed underpass, slated for development between West 72nd Street and Gallagher Drive, was designed to accommodate heavy traffic on the six-lane corridor, which sees approximately 27,000 vehicles daily.

Following the vote, city officials announced plans to work with Hennepin County to evaluate alternative safety measures, such as enhancing crosswalks, reducing traffic lanes, and widening medians. These modifications aim to provide safer crossing options while addressing community concerns about cost and project feasibility. The city motion also calls for new studies focusing on safe pedestrian crossings between 66th and 77th Streets, with findings expected by next summer.

Although there was some support for the underpass, notably from Council member Kate Agnew who highlighted its potential to connect Centennial Lakes Park with nearby neighborhoods, the majority consensus favored alternative solutions. The decision significantly delays any further work on the underpass until at least June 2027, signaling a shift towards more incremental safety improvements along the busy stretch of France Avenue.
